As newly elected Mayor Kelly Vea Vea hands down her first budget, residents of key mining communities like Moranbah in the Bowen Basin could face significant rate increases this year.

Council rates are divided into various categories, the most common being the General and Differential General rates. The General rate is applied equally to all ratepayers based on the value of their unimproved land. The Differential General rate is levied where it would be inequitable and unfair to impose a single general rate on all land in a council's area.

This is where it gets confusing.
